Moldova: Nistru pollution losses at €2.33m, recovery needs until 2031
Post-Disaster Needs Assessment puts Nistru River pollution losses at €2.33 million, with about 200,000 people affected or at risk of water supply disruption.

The story in focus
Moldova presented a Post-Disaster Needs Assessment for the spring 2026 Nistru River petroleum pollution, estimating €2.33 million in losses and outlining recovery needs for 2026–2031, the National Crisis Management Centre, EU and UN said.
- About 200,000 people were affected or at risk of water supply disruption; about 100,000 temporarily lost centralized water access.
- Losses are estimated at €2.33 million, with the highest in disaster risk reduction (€1.18 million) and environment (€724,000).
- Recovery needs for 2026–2031 prioritise prevention and preparedness, including monitoring, water resilience and cross-border protocols with Ukraine.
Assessment and impact
The National Crisis Management Centre, with the EU Delegation and the UN, presented the assessment on 16 October 2026. It was prepared after petroleum pollution in spring 2026, which the report links to the attack on Ukraine's Novodnestrovsk Hydropower Plant. A working group of about 40 members, including 18 authorities and 10 international experts, supported data collection and verification.
The precautionary suspension of water abstraction at Cosăuți, supplying the northern water system, turned river pollution into a drinking and technical water supply crisis. About 200,000 people were affected or at risk; about 100,000 temporarily lost centralized water access. More than 620 tonnes of drinking and technical water were distributed. Non-urgent medical services were postponed, and schools in Bălți temporarily moved online. Older persons, persons with disabilities, households without transport and low-income families were most affected.
Losses and recovery priorities
No damage to infrastructure, buildings or equipment was recorded. Total losses of €2.33 million stem from response operations, extra public service costs and environmental impacts. Disaster risk reduction accounted for €1.18 million, environment €724,000, water supply and sanitation €329,000, and health €97,000. Soroca district was the most affected locally; no measurable macroeconomic effects were identified.
Recovery needs for 2026–2031 focus on prevention and preparedness. The report proposes seven action packages, including environmental monitoring and decontamination, backup water sources and safety plans, real-time data exchange, joint protocols with Ukraine, civil protection capacity, support for vulnerable communities, and sustainable management of the Nistru basin. It recommends a single coordinated recovery programme with clear responsibilities and a shared investment registry.
How many people faced water supply disruption after the Nistru pollution?
About 200,000 people were affected or at risk of disruption, and around 100,000 temporarily lost access to the centralized system, according to the assessment.
