The story in focus

Young people, government officials and UNDP met in Bishkek on 9 October 2026 for LCOY Kyrgyzstan 2026, a national youth climate conference ahead of COP31 in Antalya. Participants are developing recommendations for national climate policy, and a Climate Youth Statement Kyrgyzstan 2026 will be presented to government and international bodies.

  • LCOY Kyrgyzstan 2026 was organized by youth activists and UNDP, supported by two Kyrgyz ministries, ahead of COP31 in Antalya this November.
  • Kyrgyzstan adopted a Law on Climate Action in July 2026, entering into force 1 January 2027, and has set out priorities under its NDC 3.0.
  • A Climate Youth Statement Kyrgyzstan 2026 will collect young people's recommendations for government institutions and international organizations.

A national platform before COP31

The National Youth Climate Conference, LCOY Kyrgyzstan 2026, brought together young people from across the country with government institutions, international organizations, civil society and climate experts in Bishkek. It was organized by youth activists and the United Nations Development Programme, with support from the Ministry of Natural Resources, Ecology and Technical Supervision and the Ministry of Culture, Information and Youth Policy.

The conference took place ahead of COP31, which will be held in Antalya in November under Türkiye's presidency. LCOY is an official national youth platform within YOUNGO, the youth constituency of the UNFCCC, and national conferences are held in more than 112 countries. For Kyrgyzstan, the event is part of efforts to involve young people in climate policy and the country's commitments under the Paris Agreement.

Policy context and financing

Kyrgyzstan's Nationally Determined Contribution, NDC 3.0, sets out priorities including reducing greenhouse gas emissions, adapting to climate change, strengthening resilience, mobilizing climate finance and advancing low-carbon development. In July 2026 the country adopted a Law on Climate Action establishing a legal framework covering adaptation, emissions reduction, climate finance, climate technology and monitoring and reporting. The law enters into force on 1 January 2027.

Deputy Minister Asel Raimkuliva said climate policy becomes more effective when shaped with those who will live with its long-term outcomes. UNDP Resident Representative Alexandra Solovieva said the agency's role is to connect young people's digital, environmental and social proposals with government priorities and the international climate process. Since 2020, UNDP has supported youth climate consultations, COP participation, the Climate Caravan initiative and integration of youth recommendations into NDC 3.0.

Expected output

A key outcome will be the Climate Youth Statement Kyrgyzstan 2026, reflecting young people's priorities and recommendations on climate action and sustainable development. It will be presented to government institutions, international organizations and youth climate platforms. Youth climate leader Albina Karipova said the statement should specify what needs to change, who can act and what results are expected.

What will happen to the recommendations from LCOY Kyrgyzstan 2026?

They will be compiled into the Climate Youth Statement Kyrgyzstan 2026, which will be presented to government institutions, international organizations and youth climate platforms, and will inform continued dialogue among climate stakeholders.
