THE DEVELOPMENT

The story in focus

Iraq officially launched its Updated Nationally Determined Contribution in Baghdad, a framework for climate action through 2035. It sets an unconditional emissions-reduction target of up to 3 per cent below business-as-usual by 2030 and up to 5 per cent by 2035, with a further conditional cut to 22 per cent if international support arrives.

  • The updated NDC was submitted to the UNFCCC in November 2025 and launched in Baghdad on 7 October 2026.
  • Its unconditional target is up to 3 per cent below BAU by 2030 and up to 5 per cent by 2035.
  • A conditional cut of up to 17 per cent by 2035 depends on finance, technology transfer and capacity-building support.

Targets and conditions

The updated plan, coordinated by the Ministry of Environment and UNDP, raises Iraq's unconditional emissions-reduction target to up to 3 per cent below business-as-usual by 2030 and sets a new unconditional target of up to 5 per cent by 2035. A further conditional reduction of up to 17 per cent by 2035, contingent on international climate finance, technology transfer and capacity-building, would bring the potential total to up to 22 per cent below BAU.

Coverage and adaptation

Mitigation measures span energy, oil and gas, electricity, transport, industry, agriculture and waste. Adaptation is prioritised for water resources, agriculture, health and special ecosystems including forests, mountains and the Mesopotamian Marshes. Officials framed the document as linking climate action with economic diversification, energy and water security, resilience, investment and sustainable development.

Next phase

UNDP said it provided technical support throughout the NDC update, with financial backing from the United Kingdom under the Climate Promise Initiative. The next phase is to focus on implementation, climate finance, investment and partnerships, alongside stronger climate data and monitoring systems. The launch was held under the patronage of Prime Minister Ali Al-Zaidi.

What would unlock Iraq's conditional emissions reduction?

The conditional cut of up to 17 per cent by 2035 depends on international climate finance, technology transfer and capacity-building support, according to the announcement. Combined with unconditional measures, that could reach up to 22 per cent below business-as-usual.
